fix(act): patch merge priority for partial states and diagram projection layout

Partial state merge now allows same-name partials to redeclare events via
.emits() without throwing "Duplicate event". Custom patches always win over
passthroughs regardless of registration order; two different custom patches
for the same event throw at build time. Diagram layout now accounts for
projections and chain watermarks when advancing between states in multi-state
slices, preventing overlap. Updated slice design decision docs across CLAUDE.md,
skills, and concept docs.
