fix(html): keep an off-screen HTML overlay page out of drag-destination lookup (#685)

An HTML overlay page that was not on screen took file drops aimed at the pane
under the cursor. WKWebView overrides AppKit's private _hitTest:dragTypes: and
answers for any point inside its frame, whatever drag types it has registered,
so parking the types in setDropsEnabled did not remove the page from the
lookup. The deck keeps every session mounted, so a hidden page stacked above
the visible pane won, refused the file, and the drop was lost.

HtmlOverlayWebView overrides the same selector, returns nil while drops are
disabled and forwards to WebKit otherwise.

The hosted test pins the lookup through a container view. It does not
reproduce the delayed onset described in the report: there drops worked for
about two hours after the page was opened.
