feat(Calendar)!: order the navigation by locale and rename the icon options (#1502)

The navigation puts the year button before the month button in locales that
write the year first (Japanese, Chinese, Korean, Hungarian, Lithuanian), the
way the locale's own dates read. The new `isYearBeforeMonth` util reads that
order from `Intl`, in the same calendar the navigation labels are written in,
and keeps its answer per locale. The React and Vue calendars use it instead of
their `navYearFirst` prop.

The icon options are renamed to the names React and Vue already use:
`navPrevIcon`, `navNextIcon`, `navPrevDoubleIcon` and `navNextDoubleIcon`
(were `navIconPrev`, `navIconNext`, `navIconDoublePrev`, `navIconDoubleNext`).
They have rows in the options table, which say which button each icon lands
on in right-to-left, and the `sanitize` row names them.
