feat(RangeSlider)!: build the slider on Range (#1501)

* feat(RangeSlider)!: build the slider on Range

The slider now renders a <div class="form-range"> inside its element, with
one native .form-range-input per handle, and hands it to the Range plugin,
which owns the track, the band, the tooltips, the ticks, the order and
distance of the handles, the track press and the form reset. range-slider.ts
keeps the options, the names, the accessible names and the events, and
drops its own mouse engine, its copy of the values and the ARIA the native
inputs already expose. The options, events and methods keep their names.

Measured before on the built bundle, both gone with the engine: pressing a
handle without moving it changed its value by one (25 to 26, 75 to 74) and
fired change and input, because the press was mapped without the
half-thumb inset; a form reset put both handles in the middle (lo=50&hi=50),
because only the value property was set. Range writes the value as the
default value now, so a reset restores the configured values. setConfig()
and dispose() touch only the range the slider built, so content the page
put in the element stays, and setConfig() no longer stacks a second set of
delegated listeners.

Range is created on the inner wrapper because an element holds one
instance. The tick text takes its colour and size on .form-range-tick, so a
utility class on a tick (fg-info in the docs example) reaches the label as
it did in the slider. The JS plugin maps to forms/form-range in the CSS
component check. _range-slider.scss stays until the React and Vue editions
render the same markup. The docs tooltip example used the retired labels
option; it reads ticks.

* build: lower the JS budgets after the RangeSlider rebuild

The rebuild gives back what the multi-thumb Range added, measured against
the previous head with gzip -9 on both builds: coreui.bundle.js -2154 B,
coreui.bundle.min.js -1658 B, coreui.esm.js -2103 B, coreui.esm.min.js
-1713 B, coreu... (continued)
