Add TouchFile and SetLastWriteTimeUtc

Build scripts routinely need to create sentinel/stamp files, mark a
target as up to date, or force a rebuild by touching an input, and
tests need a deterministic way to set a timestamp instead of sleeping.
LastWriteTimeUtc was read-only, so none of that was possible without
dropping down to File/Directory directly.

- TouchFile creates the file (and missing parent directories) if it
doesn't exist, or bumps the last write time to now if it does, and
returns the path so it stays chainable.
- SetLastWriteTimeUtc works for both files and directories, mirroring
how LastWriteTimeUtc reads the timestamp for either, and throws
  FileNotFoundException if neither exists.

Closes #139
