[Crypt] feat: Add the sodium adapter config contract (#1331)

# Description

Give the sodium adapter its own config contract,
`CryptSodiumConfigContract`, because `SodiumCrypt` read its key from the
application config instead of from an adapter contract.
`CryptSodiumConfig` has no default key, because a key has no safe
default value. When the application config does not implement the
contract, the service provider gives the default config the application
key, so an application that keeps its config encrypts with the same key
as before.

`NullCrypt` has no settings, so it gets no contract.
