feat(Calendar): announce a page in which nothing can be picked (#1493)

The month and year between the navigation arrows sit in a polite live region.
It is now atomic, and on a page where nothing can be picked it carries the
ariaNothingToPickLabel text after the year, so turning to such a page, with a
button or a key, announces for example "September 2026 Nothing on this page
can be picked". The next such page announces a different text, which a screen
reader reads again. The note is added or dropped when a pick changes what
disabledDates allows, and a refresh that keeps the page leaves the region
alone; the grid keeps its hidden description. The calendar's stylesheet now
requires the visually-hidden helper it renders, and the calendar page says
the navigation buttons stay enabled at the limits.
