Speed up longest-run selection for boolean arrays (#2433)

Closes #2131.

This updates `keep_longest_run` to select the longest run in boolean
arrays using its start position and length, avoiding intermediate
floating-point arrays and forward-filling. Numeric inputs keep the
existing implementation.
Tests cover run boundaries, ties, resampling, dimension order, and Dask
chunks, plus comparisons against the existing implementation for every
boolean sequence of lengths 1–8.
In local synthetic benchmarks, median runtime over nine runs decreased
by 35% for `keep_longest_run` on a 3,650 × 64 × 64 array and 28% for the
complete `fire_season` workflow on a 730 × 64 × 64 array. Outputs
matched the baseline in all cases. These results are specific to the
tested workloads and environment.
Validation: 1,644 tests passed, 124 skipped, two expected failures, and
one unexpected pass. Checks on the changed files passed.
