Move ``uses_*`` checks to ``intermediate.uses`` (#802)

We scattered the checks which decide whether the generators need
a helper over ``intermediate``, ``cpp_common``, ``golang_common`` and
the C++ generator. We now collect them in ``intermediate.uses``,
imported as ``intermediate_uses``, and drop the ``uses_`` prefix so
that the checks read naturally:

    if intermediate_uses.modulo(symbol_table):
        ...

The checks which would shadow a built-in are suffixed with ``_call``
(``abs_call``, ``int_call``, ``lstrip_call``), and the C++ check on
a list of functions is now ``sets_in``.

The check ``sets_of_enumeration_literals`` approximated any set in
a meta-model with an enumeration as a set of enumeration literals. We
now resolve the items of the constant, property, argument, return and
local sets, so that C++ no longer generates an unused ``EnumHash``.
