Explain reads from previous loop iterations (#803)

We refused a variable read in a for-loop body before its assignment
in the body with the generic "We do not know how to infer the type of
the variable" error. In Python, the read would observe the value of
the previous iteration, while the targets define the variable anew in
each iteration. We now track the variables assigned in the bodies of
the enclosing for-loops, and explain the error:

    for x in numbers:
        if x > 0:
            y = y + x  # The variable 'y' is read here before it is ...

        y = x

We also test the block scopes of the sequential blocks: a later
if-statement or for-loop can re-define a variable of an earlier block,
but must not read it before assigning it, *e.g.*, ``x = x + 1``.
