fix(Calendar): open on a month with a day to pick (#1476)

Measured in Chromium on v6-dev: a calendar with no date of its own could
open on a month where no day can be picked, and the grid itself took
the tab stop. With minDate 31.10 09:00 no day of October is at or after
the limit, and with maxDate 14.07 and 1-14.07 disabled no day of July
can be picked. In day and week selection the calendar still opens on
today moved between the limits, and when none of the months it shows
has a day that can be picked, on the closest day that can, one day at
a time either way, the later one on a tie (1.11 and 30.06 here).

- getOpeningDate() in util/calendar does the search; the React and Vue
  calendars use it as well.
- A today that cannot be picked keeps its page while a month on it has
  a day to pick, including a second month shown with calendars.
- Month, quarter and year selection keep today moved between the
  limits, since their cells are whole periods.
- The calendar and date picker pages say where the calendar opens and
  where focus enters it.

Week selection still judges a row by its first day, so a month whose
pickable days all sit in a row that starts before the limit keeps the
old behaviour.

Measured with gzip -9 against v6-dev, coreui.js grows by 432 B,
coreui.esm.js by 417 B, coreui.bundle.js by 393 B and coreui.min.js by
146 B; the unminified bundles carry the utility's JSDoc. Over budgets
v6-dev had already filled, coreui.esm.js and coreui.min.js go up by
0.25 kB, and coreui.js and coreui.bundle.js by 0.5 kB, since 0.25 kB
would leave them over.
