test(view): cover error paths of web/server and config decode hooks (#1959)

web/server:
- table-driven HttpHandler error cases: bad Accept header, unreadable
  body, parse failure, encoding failure and backend non-2xx; each checks
  the status code, the fixed reason and that internal errors stay hidden
- accepted Accept values, websocket 2xx without a body, mux routing
  (405 on wrong method, 404 without the /v1 prefix) and DummyServer
- sameOriginOrNonBrowser, NewWSStream upgrade failure and a WSStream
  round trip over a real in-process websocket

config:
- direct tests of customDecodeHook, byteSizeDecodeHook,
  stringFromFileDecodeHook and pemBlocksFromFileDecodeHook
- StrictUnmarshalSubtree with a non-pointer output
- GetProvider with a wrong service type, GetPath, invalid YAML in
  MergeConfig and ProvideFromRaw, and FSCNODE_CFG_PATH handling

Coverage: web/server 95.9%, config 95.3% (unit tests only).
