[vc, sidecar, snapshot-hasher] Abort a snapshot that will never be hashed

#### Type of change

- New feature

#### Description

- Accept abort snapshot transactions under SnapshotEndorsement using
  committerpb.SnapshotAbortKey, without a snapshot submission barrier.
- Reject aborts naming missing, different, or closed snapshots with
  REJECTED_SNAPSHOT_ABORT_NO_SUCH_SNAPSHOT.
- Commit the abort row and ABORTED snapshot status atomically through
  statedb.MarkSnapshotTerminalInTx, allowing subsequent snapshot requests.
- Cancel hashing when a snapshot is aborted and record abandoned jobs
  separately from failures.
- Pin fabric-x-common to v0.2.9-0.20260929152408-38584e47464b,
  including its collision-safe abort key encoding. Update tests and docs.
