test: keep published-declarations guard within CI coverage timeout

The guard compiles a probe over solid-js's published declarations with
`skipLibCheck: false` in-process. On its own that is a few hundred
milliseconds, but CI runs every package's suite concurrently through
turbo, and under `vitest --coverage` V8's precise coverage instruments
every script in the worker's isolate, the TypeScript checker included
(`coverage.include` only filters the report). CI measured 3.4 s in the
plain test step and 7.9 s under coverage, past vitest's 5 s default;
locally under the same turbo commands it reached 6.8 s and 31.6 s.

The compiler now runs in a child Node (`node --input-type=module -e`),
outside the instrumented isolate, and reports its resolved entries and
diagnostics as JSON for the same assertions. Coverage no longer
multiplies its cost. The test also gets an explicit 30 s timeout for
the contention that remains.
