size: bump frames cap to 12.71 KB

The frames scenario measured 12,704 B against its 12.70 KB cap (4 B over),
failing the size check on next. The eager bundle's minified bytes are
unchanged (40,215 B at ad1ecc577 and at e040daec1); the growth is brotli
layout from import-specifier moves in the frames client:

- #3709 (5bef430ab) moved createLoadingBoundary from the `solid-js` import
  statement to the `solid-js/internal` one: 12,695 -> 12,708 B.
- fb4e637ad moved sharedConfig the same way: 12,708 -> 12,704 B.

Both modules are external to the scenario, so this is the same effect the
#3470 ledger note records. Cap re-based to the measured value rounded up to
the next 0.01 KB. Not a frozen cap; every other scenario is unchanged and
within its cap.
