* fix(explorer): poll events only on the events page, and rarely

The event poll lived at the top of the app, so every page, including
the default search page, exported every DID in the date range every 10
seconds, and changing the page or registry started another export. On a
large node each export is minutes of Gatekeeper work.

Fetch only while /events is shown and only when the date range changes;
filter by registry and page locally. Refresh every 60 seconds, after the
previous refresh finishes, and skip refreshes while the tab is hidden.

* fix(explorer): serialize event fetches across ranges and visits

The overlap guard only covered one effect run, so changing the date or
leaving and re-entering /events started a new export while the previous
one, which cannot be cancelled, was still running. Track the in-flight
fetch at module level and have later fetches wait for it.

Also accept /events/ with a trailing slash, which rendered the page
without ever fetching.
