Let user reports ban the channel that posted (#465)

* fix(events): let user reports ban the channel that posted

user reports rejected channel posts, so users could not report channel spam. Resolve the reported channel and use sender-chat bans for auto-ban and approval, while keeping the protection for the group and its linked channel. Render channel links and report channel bans accurately in soft-ban mode.

Fixed #458

* fix(events): keep channel titles out of report links

a channel title starting with @ was rendered as a t.me link built from the raw title, so a spammer-chosen title could break the admin notification markdown or link to another account. Strip leading @ from stored titles so only real usernames become links, and reject reports of automatically forwarded posts, which only the linked channel produces, in case the linked channel ID is missing or stale.
