* fix: validate flood settings and cover soft-ban outcomes

require min-msg-len >= 2 when short-message flood detection is enabled, so non-empty text can qualify as short. This also rejects the media-only setup allowed by 1. With --confdb, a stored 0 loads as 50; a stored 1 must be changed before upgrading.

soft-ban notification coverage catches false success reports, and the report docs explain when bans and deletion are suppressed or fail.

* docs: name the button that reveals Confirm ban in training mode
