style: write Float literals as Float(x) instead of (x : Float) (#4330)

* style: write Float literals as Float(x) instead of (x : Float)

Float(x) is the identity constructor (Float::Float, "%identity"), so
Float(0.1) types the literal as Float directly, exactly like the
annotation (0.1 : Float): no Double round-trip and no runtime cost. It
reads better, especially at the head of a method chain
(Float(0.3).compare(..) vs (0.3 : Float).compare(..)).

Mechanical rewrite of all 269 numeric-literal annotations in 31 files
(decimal and hex-float literals, including in doc tests and READMEs).
Parameter lists such as (self : Float) are untouched. No .mbti change
and no snapshot change on any target.

Codex review: approved; "All 269 replacements across 31 files are exact
rewrites, with only three formatting re-layouts."
