fix(cypher): reject silent misparses and converge comment-aware scanning

Lexical convergence (§2.3):
- validateStaticQuantifierCall locates IN/WHERE on comment-stripped text,
  so comment text can no longer bypass static numeric type rejection.
- findMatchingDelimiter is comment- and backtick-aware and is now the
  single matcher: findMatchingParen and findMatchingParenAt delegate to
  it, so a ")" inside a comment cannot truncate a quantified call.

Malformed-statement rejection (§6.1):
- RETURN is terminal: any clause after it is Invalid input (RETURN 1 AS
  x RETURN 2 AS y previously executed with the second RETURN inside the
  alias).
- Dangling ORDER BY/SKIP/LIMIT, empty projections (RETURN, WITH 1 AS x
  RETURN), and empty aliases (WITH 1 AS) now raise UnexpectedSyntax.
- WHERE predicates starting with a comparison operator, clause-keyword
  names followed by a term (WHERE n.x = RETURN n, WHERE n.x IN RETURN
  n), and WITH-WHERE predicates are validated over the runtime scope.
- The CALL {} unsupported-tail terminal now carries SyntaxError
  classification; CALL { ... } RETURN reports the required-expression
  error.

Pinned by projection_clause_sequence_test.go and the quantifier/matcher
regressions under -race; full Cypher package passes. Routing allocations
unchanged (160/87 allocs, timing within the established band).
