fix(cypher): close silent-misparse gaps in projections and quantified calls

- validateStaticQuantifierCall now locates IN/WHERE on comment-stripped
  text, so a comment containing "IN" can no longer bypass static numeric
  type rejection (any(x /* IN */ IN ['a'] WHERE x * 2 > 0)).
- findMatchingDelimiter is comment- and backtick-aware and is now the
  single matcher: findMatchingParen and findMatchingParenAt delegate to
  it, so ")" inside a comment cannot truncate a quantified call.
- RETURN is terminal: validateMatchSemanticScopes rejects any clause
  after it (RETURN 1 AS x RETURN 2 AS y -> Invalid input 'RETURN').
- validateReturnSemanticScope rejects dangling ORDER BY/SKIP/LIMIT,
  empty projections (RETURN, WITH 1 AS x RETURN) and empty aliases
  (WITH 1 AS), which previously executed silently.
- validateMatchWhereSimpleOperands rejects WHERE predicates starting
  with a comparison operator and clause-keyword names followed by a term
  (WHERE n.x = RETURN n -> Invalid input 'n').

All shapes are pinned by focused regressions under -race; the full Cypher
package passes and routing allocations are unchanged (160/87 allocs).
