fix(Calendar): focus the panel whose month or year was picked (#1454)

Picking a month or year in the months or years view opens the next view
and moves focus to its first date that can be picked. That date was
looked up across the whole calendar, so with calendars: 2 and a month
picked in the second panel, day selection put focus in the first panel,
and week selection, whose targets are rows rather than cells, only
reached the right panel through the focus restore of the redraw.

Focus now goes to the first date or week row of the panel that shows the
picked period, else to that panel's tab stop, else to the calendar's,
which is the grid itself while no panel has anything to pick. The
Accessibility section says so.
