* Writer Word2007: Give a heading style its outline level

A heading style was written without w:outlineLvl, so LibreOffice tagged
the headings of a tagged PDF as paragraphs, and a title added without
addTitleStyle() got no w:pStyle at all.

The heading styles now carry their outline level (depth - 1), and a title
depth used without a title style gets a style of its own, with no
formatting. The Title style keeps its name, Title, instead of being
lowercased. The Word2007 Reader reads a style named Title as the title
style.
