* Reader Word2007: Read the alternative text of an image

The alternative text of a picture is wp:docPr/@descr: it is the Alt
Text of Word, and the attribute LibreOffice reads. pic:cNvPr need not
repeat it, but the reader looked only at pic:cNvPr, so a file with the
text in wp:docPr alone lost it. The reader now takes wp:docPr first
and pic:cNvPr after it, for an inline and a floating image alike,
instead of trying wp:anchor only when nothing at all was found under
wp:inline.

A VML image carries its alternative text in v:shape/@alt, as the
Word2007 writer writes it since #2873, and the reader dropped it too.
