Add fast checks for live tests (#780)

The live tests take long since they install the dependencies, bundle
the packages and run the full test suites. We add
``dev/live_tests/fast_check_<language>.py`` which prepare the projects
exactly as the live tests, but only compile, type-check and lint them,
*e.g.*, ``go test -exec true ./...``, plain ``javac`` or
``clang++ -fsyntax-only`` over CMake's ``compile_commands.json``.

We extract the project preparation of each live test into a
``prepare_*`` function (*e.g.*, ``live_test_java.prepare_project``) so
that a fast check and its live test can share ``--output_dir``. The
``--output_dir`` and ``--select`` machinery moves to
``live_tests/common.py``.

We install the TypeScript dependencies and the Python dev dependencies
only once per ``--output_dir``, instead of once per case, which saves
about 5 GB of ``node_modules`` over all the cases. The Python live test
still installs every case with ``pip install -e``, but in a small
virtual environment of the case which inherits the packages of the
shared one through a ``.pth`` file, so that the cases can run in
parallel.
