Check the argument of ``len`` and support tuples (#778)

The type inference accepted ``len`` on an optional without a check for
``None`` (``len(self.text) > 0`` with ``text: Optional[str]``), and on
any other type such as ``int``. We now refuse an optional argument
unless it has been narrowed, and accept only strings, bytearrays,
lists, tuples, JSON-able arrays and JSON-able objects, since we know
how to compute the length only of these types in all the targets.

We transpile ``len`` on tuples in all the targets. TypeScript uses
the native ``length``, while Go and Java get a method on the generated
``TupleN`` types (``Len()`` and ``size()``, respectively). C++ and C#
get a helper each, ``common::LenTuple`` and ``TupleHelpers.Len``:

The common meta-model ``tuples`` covers ``len`` on a tuple property,
on a narrowed optional tuple and on a tuple literal.
