Modernise the CodeQL workflow and scan the workflows too

The workflow was still the 2020 template. Its "git checkout HEAD^2"
step has been unnecessary for years, and CodeQL warns about it on
every pull request run, and the autobuild step does nothing for
Python. It also had no permissions block, so push and scheduled runs
got the repository's read-write default token.

Drop both steps and the template comments, grant only the
security-events: write the upload needs, and leave no token in
.git/config. Add the actions language, so CodeQL also reviews the
workflows. The Python analysis keeps its job and matrix names, and
with them its configuration and alert history.
