Build and check the distributions on every pull request

Nothing built the sdist or the wheel before a release tag. Metadata
PyPI rejects would first fail the release run, after the signed tag
was pushed, and a data file left out of the wheel would be published
without anyone noticing, since nothing in the release installs it.
Build both on every pull request, check their metadata with twine,
and install the wheel into a fresh virtualenv to clean a spec whose
expected output depends on the pkgconfig conversion table it ships.
