Commit Message

Pin the Coveralls action and bound the package workflow's jobs

coverallsapp/github-action is the only third-party action still used
by a mutable tag. Pin it to the commit of v2.3.8, as d69be26 did for
the release workflow's third-party actions.

Give both jobs a timeout instead of the six-hour default, cancel a
pull request's running checks when a new push supersedes them while
every push to master keeps its own run, and leave no token in
.git/config, which nothing in the job pushes with.
