Pin the showrc unbrace rule without asking the host what rpm reports

The fixture asserted that %cargo_install stays unbraced, which only
holds where rpm --showrc lists it. CI runs on ubuntu and braces it, so
the golden was host-dependent. The two mutants are now covered by a
unit test that stubs the showrc list instead.
