Downscope corpus sweep to Tumbleweed-only, monthly schedule

Drop the Fedora Rawhide matrix: the per-spec fetch from
src.fedoraproject.org is too slow/flaky to be reliable in CI, and the
sweep would just be slow to execute. Fedora support can be added later
by those who need it.

Also switch the schedule from weekly to monthly: the full distro
corpus doesn't meaningfully change week to week, and the sweep only
catches spec-cleaner regressions, which land occasionally. Monthly
plus workflow_dispatch (pre-release gate) is the right cadence.

Also fix the workflow-level concurrency group, which referenced
matrix.distro (not available at workflow level).
