Mock rpm --showrc in tests so the suite runs without the rpm binary

The acceptance and CLI tests run the full cleaner, which calls
parse_rpm_showrc() to learn macro functions from the host rpm.
Mock it to an empty list via an autouse conftest fixture so the
suite passes on machines without rpm (e.g. macOS).

Tests that exercise parse_rpm_showrc itself (rpmhelpers-tests.py)
call it directly and are unaffected. The inline mock in
test_host_without_macro_packages is now redundant.
