feat(queue): accept capacity? in the Queue(xs) constructor (#4288)

Every other mutable collection constructor takes `capacity?`
(`Array`, `Deque`, `Map`, `HashMap`, `HashSet`, `Set`), including the
`@deque.Deque` that Queue wraps, but `Queue(xs)` did not. Forward it
to `Deque(xs, capacity?)`, with the same "never less than
`xs.length()`" rule.

Part of #4272.

Codex review: "Approved; no blocking issues found. Capacity forwarding matches Deque's behavior, tests cover preallocation and smaller-than-input capacity."
