* fix(Calendar): keep the announced month region when the calendar updates

_updateCalendar() emptied the element and built the panels again, so the
.calendar-nav-date live region was a new node after every page turn,
setConfig() or picker action; a region inserted with its text already in
place is generally not announced (not checked with a screen reader here).
The panels now stay in place and only their navigation and grid are
rendered again, and the region's buttons are replaced only when its text
changes, so a new month changes the text where it is and an update that
keeps the month leaves the region alone. The panels are still rebuilt when
the number of calendars changes.

* build: raise the JS bundle budgets by 0.5 KB

Keeping the calendar's month region in place grows coreui.js by 165 B gzip
against v6-dev (148114 -> 148279 B), coreui.esm.js by 162 B and
coreui.bundle.js by 167 B (zlib level 9 on both builds, with the bundled
comment paths normalized). The merges since the last raise had taken
coreui.js to about 110 B under its ceiling, so the change does not fit; the
three budgets move by 0.5 KB to leave room for the next change.
