refactor(builtin): rename array starts_with/ends_with to has_prefix/has_suffix (#4277)

String and StringView deprecated `starts_with`/`ends_with` in favour of
`has_prefix`/`has_suffix`, and Bytes, BytesView and List only have the
`has_*` names, but Array, ArrayView, FixedArray and ReadOnlyArray still
used `starts_with`/`ends_with` (next to `strip_prefix`/`strip_suffix`).
Rename them to `has_prefix`/`has_suffix`, keeping the old names as
deprecated aliases exactly as String did, and migrate in-repo callers.

Part of #4272.

Codex review: "No blocking issues found. All eight renames preserve behavior and deprecated aliases."
