refactor(util): accept an unset format in the picker format helpers (#1418)

getPickerFormat and getSectionLayout already treat any falsy format as
none; their parameter types now say so for undefined too. React and Vue
leave an optional format prop undefined rather than null, so they can
pass it straight through. js/tests/types checks that the shipped
declarations take it.

React and Vue drop their copies of these helpers and their specs, and a
few of those cases had no counterpart here or were pinned more loosely:
the hour labels on a day whose daylight saving change skips that hour,
the labels of a 12-hour picker, the exact ISO week of a year below 100
in both directions, a date and time without the separator the locale
writes, and that a Date comes back as the same object. They are pinned
here now. The React case that expects 2/29/2023 to become March 1 is not
ported: the rollover is what the parser does today, but whether it
should is still open.
