build(util): publish the date and time utils as ES modules (#1416)

The React and Vue editions are to import the date and time utils instead
of keeping copies, and js/dist/util held them only as UMD. A build-utils
step compiles util/calendar, util/date-sections and util/time to ES
modules next to their UMD files and types, and the package exports them
as @coreui/coreui-pro/utils/calendar, /date-sections and /time. The
typesVersions entry lets TypeScript projects on the node module
resolution find the types, and the published files include .mjs.
