Drop the safe navigation on the declared handler's contract key maps (#3001)

`DeclaredParamsHandler#recursive_declared` wrote contract keys through
`@contract_key_map&.each`, but `declared`, its only caller, always
passes `contract_key_maps`, which `stacked` answers with an empty stack
rather than nil when no contract is declared. Only the constructor's
own `nil` default could reach the other side, and nothing used it.

The default is now an empty Array, and the `&.` goes.
