Cover the router's missed branches and drop its dead guards (#2997)

Specs for the branches no spec reached:

- A cascading response's body is closed once a sibling answers, as
  Rack requires.
- A path another route spells out in full, answered by an earlier route
  that names a param twice, gives each request its own Array capture:
  only a String is frozen whole in the static-path table, so an Array
  kept there would have been shared, and one request's change to it
  seen by the next.
- `recognize_path` does not recognize a path whose bytes are not UTF-8.

Guards that could never matter are dropped:

- `recognize_path`'s `if input`: `greedy_match?(nil)` already answers nil.
- `rotation`'s `@map[method]&.`: it only runs once a route for that
  method has cascaded.
- `static_routes_for`'s `matched&.` / `matched &&`: a union match always
  sets one route's group.
