Leave the API format untouched when format rejects one (#2989)

`DSL::RequestResponse#format` assigned the new format and its default
error formatter before checking that a content type is registered for
it. A call rescued from the MissingMimeType it raises left the API
formatting with the format it had just refused. The check now runs
first.
