[snapshot-hasher] Include row versions in hashes (#835)

- Bug fix

#### Description

- Fetch namespace keys, values, and versions separately and hash
versions as 8-byte big-endian integers in Go.
- Preserve transaction status and height hashing.
- Extend the existing determinism test with version-only changes and
document the row encoding.

#### Additional details (Optional)

Snapshot hashes change; compatibility with previously computed hashes is
not preserved.
