refactor(SCSS)!: give the shared padding tokens both axes (#1391)

The six that survived the first pass did so only because Bootstrap spells
them the same way: `card-img-overlay-padding`, `dialog-padding`,
`dialog-header-padding`, `dialog-footer-padding`, `mark-padding` and
`thumbnail-padding` now end in `-padding-y` / `-padding-x` like every
other padding token in the library. Defaults are unchanged, so nothing
moves on screen; the thumbnail example in the docs and the `mark` entry in
the migration guide name the two axes now.

Two single-value tokens stay, because neither sets a `padding`.
`--cui-switch-padding` is the inset between the track and the thumb, read
by the thumb's own size (`calc(height - padding * 2 - border * 2)`) and by
its offset, so two axes would let a round thumb go oval.
`--cui-list-inline-padding` is the space between `.list-inline-item`s and
sets `margin-inline-end`.
