test(Dropdown): name the menu-construction case and drop the v6 marker (#1383)

The spec carried `// TODO: REMOVE in v6` on "should work on invalid markup",
inherited from upstream, where it meant that constructing a Dropdown on the
`.dropdown-menu` rather than on a toggle should stop working in the next major.
Upstream has since dropped both the test and the marker on their v6 line.

We keep the behaviour, so the marker asked for the opposite of the decision and
the title called our own supported markup invalid. Measured before touching it:
the case passes on v6-dev, so this is a live path and not a dead note. The
title now says what the test guards. No source change.
