ci: run `yarn docs`, not `yarn autocomplete`, before building evaluators (#2068)

#2067 swapped one clean-checkout failure for another. `yarn autocomplete`
does not *produce* the docTooltip JSON from nothing: it reads the jsdoc
HTML that `yarn docs` emits, and without it fails with

  Error: path to jsdoc html is invalid.
  Ensure that this script is run from the project root and documentation
  has been generated

Same root cause as before, and the same reason it escaped review twice:
any machine that has run `yarn build` already has docs/source sitting
there, so "verified from a clean tree" was only ever clean of the
artifacts I had thought to delete. This time the check deleted
docs/source, dist/ and every docTooltip/*.json before running the exact
CI sequence, which produces all eight bundles.

No TeX toolchain is needed; that is only for deploy-docs.yml's LaTeX
language specs.
