Run the executor tests on Windows CI (#1854)

tests/auto/auto.pro dropped the executor suite on win32 since 2018, when it
was all shell scripts. The shell-dependent cases have been behind
Q_OS_WIN guards for a while; what is left unguarded (the WSL command
parser, resolveExecutable including its .exe candidate, the gpgconf
resolution, the environment handling, failed starts) is exactly what
Windows should be running, and resolveExecutableFindsBundledExeOnWindows
has a Windows branch that no CI job has ever executed.
