ConfigDialog: a sidebar of pages instead of tabs (#1827)

The Settings tab held six group boxes in one scroll area, with Git and
System far below the fold on a small screen. The dialog is now a
QListWidget beside a QStackedWidget: General (System, Extensions),
Clipboard (Clipboard, Content panel), Passwords (Password generation and
the former Template tab as a group box), Git, Programs and Profiles. The
Programs and Profiles pages are the old tabs unchanged; every widget
keeps its name, so readSettings/accept and the tests are untouched, and
the settings file does not change. An invalid configuration still opens
on Programs.

Six new sidebar strings, of which Programs and Profiles already exist.
The German locale left on the template help label by an old Designer
session is gone.
