Settings > Show menu bar (Ctrl+M) hides the menu bar (#1819)

* Settings > Show menu bar (Ctrl+M) hides the menu bar

For those who liked the bare window: a checkable action in the Settings
menu, remembered as showMenuBar (default on). The action is added to the
window as well as to its menu, so Ctrl+M still works once the bar it
lives in is hidden. On macOS the menu bar is the system's and the action
is not shown.
