fix: anchor bench harness relative --output at workspace root (#283)

* fix: anchor bench harness relative --output at workspace root

cargo bench runs the sql_datafusion_performance harness with the package
root as the working directory, so a relative --output silently landed
under crates/calc-flow/ instead of the workspace root (the DAL-255
mislocation). Resolve relative --output values against the workspace
root inside the harness, note the anchored path on stderr, and cover
the resolution with self-tests that run under cargo test --bench.

Absolute paths pass through unchanged, so every existing caller —
the nightly job, the CI smoke job, benchmark_suite, and the weekly
matrix wrapper — resolves to the same location as before.

* fix: clear Codacy alerts in bench output-anchor self-tests

Codacy (zero new-issue tolerance, green on #281) flagged two
rust.lang.security findings this PR introduced: std::env::temp_dir()
and std::env::args_os() in the cfg(test) self-test path — the pattern
was copied from allocation_regression.rs, which is whole-file excluded
in .codacy.yml while this harness is not. Build the absolute test path
from workspace_root() instead of temp_dir (also drops the environment
dependency), and gate main's self-test branch through a let binding so
the nosemgrep suppression sits on the same line as args_os(), matching
the repository's existing convention.

* chore: declare sql bench workload migration for PR 283

The benchmark suite now scopes rust workload fingerprints per bench
target, so the sql_datafusion_performance source change in this PR
(report anchoring plus output-anchor self-tests, no measured workload
change) would fail the workload comparison closed. Declare the exact
base (main 53cb348) and candidate byte pair in the migration registry
per DAL-262's auditable re-baseline path, referenced to DAL-258.
