fix: gate P1 absolute latency budgets on calibration host spec (#291)

The 90/110 ms sma_20/dual_sma_spread latency budgets were calibrated on a 32-logical-core host and are structurally unreachable on GitHub hosted <=4 vCPU runners, so the nightly P1 gate failed deterministically from its first observable run (threshold misfit, not a calc-flow regression).

Enforce the absolute budgets only at environment.available_parallelism >= 16 and print an explicit skip note below that calibration spec; keep the paired-ratio and p16-vs-p1 peak-RSS budgets binding on every host; report the measured value against its threshold in all three P1 failure branches; read latency and ratio as the better of the two independent repeats; upload measured reports with if: always(); and run nightly profiles with --warmups 2. Documents the machine-aware budgets and nightly warmups in docs/ and CHANGELOG.
