* fix: scope rust bench workload fingerprints per target

The rust shard stamped one shard-wide workload fingerprint onto every
bench case, so editing any single benches/*.rs source removed timing
classification from all 36 cases and left harness-pipeline bench
changes no legitimate green path. Scope each case's workload
fingerprint to its own bench target, and add an explicit declared
migration registry (benchmarks/rust-workload-migrations.json) that
pins the exact baseline and candidate source bytes, applies only on
an exact match, marks accepted rows with their reference, and keeps
undeclared or mismatched changes failing closed for the changed
target alone.

* refactor: precompute rust bench fingerprint stamps per target

The complexity ratchet failed on the new _rust_block signature (six
parameters, PLR0913). Build the per-side, per-target fingerprint
metadata up front — including the declared-migration re-baseline and
marker — so _rust_block stamps rows from one precomputed map and the
stamping helper keeps a two-argument merge.

* fix: split migration registry validators under complexity limit

Codacy flagged load_migrations and _validated at cyclomatic
complexity 9 against the 8 limit (two new findings on this PR).
Split the entry validator into text-field and digest-field helpers
and extract the registry document-shape validation into its own
function - pure movement with identical error messages, ordering,
and semantics.
